any kind, no final budget, no timetable with milestones for work to be
completed, no method to track invoices so spending and work accomplishments
could be monitored.

The County violated one of the (if not the) most important principles of
effective project management - define the scope of the project before you
begin.  Otherwise, how do you know what you are going to produce (in this
case software) and what type of functions and features users want and need.
No wonder they didn't have a budget - no one could define what the software
was suppose to do.

The beginning of the article states "The software systems, with code names
like Phoenix and Death March, are coveted by county officials from all
corners of the state, the public has been told."  In the project world a
"Death March" project is defined as one in which there is less than a 50%
chance of success.  From the various articles I have read the term appears
to fit this project.
