Paul, this is a great summary, and I appreciate you putting it together.
Just a clarification - the chart I forwarded to yourself and the listserv
related to all electronic storage, not just email.

Email use varies considerably from individual to individual. For example,
since I subscribe to this listserv, I receive a fairly high amount of emails
that would not be defined as public records (they would fall under the
"reference" records exclusions in Oregon). For the most part, they get
deleted, unless there is something that has value in relation to something I
want to remember for future use.

In my experience when discussing email deletions, migrations, etc...
management staff generally considers email of having more records value than
non-management staff. I am repeatedly surprised, in discussing ways to
reduce email storage in large quantities, about the concerns I hear from
upper management - not because they are afraid of lawsuits or cost, but
because they are afraid of losing the records "memory" represented by their
emails.

Therefore statistics underline the transitory nature of email, since the
majority of users would fall under the non-management category.
