Julie, I really appreciate and value your comments. I also don't mean to
imply that somehow public records is "better" than private sector.

One of my points, though, was the degree to which risk mitigation has played
a less prominent  role in my experience in local government than one would
assume given the dominance of the theme in most discussions of records
management. I've come to the opposite conclusion - it appears to be more of
a concern in the private sector (although you are spot on in noting that the
public access elements of public practice in many ways drive us to similar
ends that the litigation threat presents in the private sector).

My point was nicely summarized by Gordy - too great an emphasis on risk can
negatively impact cost effectiveness. Rather than assuming risk, we need to
assess risk.
