It's also not uncommon to identify record types that are no longer
generated but still have business value and/or a required retention.

When performing the WPA/BPA you typically identify former organizational
structures which many times lead to allowing you to identify the
purpose/use of records identified during the inventory- in many cases they
were related to a business process that is either no longer performed or
required to be performed, and depending on the age of the organization,
sometimes no one recalls why they were generated.

If your inventory worksheet contains sufficient fields, you can capture
some of these analytical aspects  of the records while performing the
inventory- like location found, volume located, form/format, time frame
covered, originating unit, units copied on distribution, "responsible
organization", etc.

I'm guessing the reason this question was originally asked was you have
NOTHING to begin with? No taxonomy, no classification scheme, no retention
schedule, no file plan, no estimate of volume, nothing??  And/or your
organization just took over/merged with another and THEY had nothing and
you want to figure out how to merge the two sets of information?
