This seems to be yet another position paper (although it *IS* being offered
by someone selling something) that says it makes sense to spend the money
up-front to get your information in control rather than accepting any risks
associated with failing to do so.
And granted, it's not saying inventory everything, build a process map,
establish a detailed records retention schedule, pre-purge (in accordance
with your schedule, and in the course of normal business) all records that
have met their retention and have no other ongoing business value,
yadda-yadda-yadda....
It instead suggests establishing an "Information Governance Strategy",
which basically involves some degree of the steps above (and more)
