Being an optimist I would hope that this initiative has been in the
works for some time and, although just announced with big fanfare,
didn't come as a surprise to the Federal Records Officers and NARA
staff.  Still, lots of work in a short period of time.  The big
question is whether both NARA and the Agencies engage enough resources
to accomplish the President's goal.
