Yes, Peter I agree. I have never used a minimum or maximum concept for the
final retention policy. I have used the concept in developing the records
retention schedule. As you indicated, the legal research provides the
minimum; and, any additional time required for good business practices is
added when reviewed and approved by the "organization" (committee,
executives etc.). The retention policy should not leave any discretionary
decisions by users. When there are issues or concerns raised by users, I
recommend using a documented "Hold" until a decision is made. These
practices will enable the retention and disposition processes for both
paper and electronic records, and provides consistency for all record media.
