As others have already noted, I think the top 3 for me in no particular order would be PMP, CIP, CIPP. Full disclosure: I helped develop the CIP and am the main AIIM staff POC for it. Another one that looks intriguing: the new Certified E-Discovery Specialist from ACEDS. Not a legal guy but thinking about taking it just to see how it approaches the topic and it does seem to have been developed the right way.
And I will be a bit contrarian - I wonder how much value CA is to most records managers? I strongly support the certification and its issuing and supporting organizations including ACA and SAA, but is it as valuable today to most non-archivally-focused RMs as, say, PMP? FWIW I think the same about the forms management cert and even the CDIA+ - had their day, not as valuable *to RMs in 2011*.
