I don't think anyone has ever said that certifications will take the place
of experience, but in many cases college degrees and certifications serve
as part of the HR filtering process. Several years ago I worked on a
project with a government agency that advertised for a records manager.
They specified CRM required, out of 50 applicants only 3 IIRC had the
designation. Guess who got the interviews?

this is where networking is critical for one who lacks one or both.
