I work in Records Management on Municipal Level, but something is new for me, especially when you say about security on Municipal Level when Freedom Of Information Legislation is applied:
 
Personal Information Protection Act;
Freedom of Information and Protection of Privacy Act;
also E-Health and some other.
 
Are you talking about applying of these legislative acts to your records?
Also, it is normal that many Municipalities have "In Camera" records.
