<People joke all the time about elections> Reminds me of one of my favorite
stories from New Mexico government.  During a major election in the 1970's,
the state used a computerized tally system for the first time.  The
Secretary of State invited the media reps to witness the votes being tallied
as they were called in from the precincts.  As the night wore on, only a few
of the rural precincts were left and the Secretary, wanting to move things
along, decided to call the precinct heads and get vote counts.  She called
one notoriously crooked precinct in a very rural county but had a bad
connection. To keep the media "impressed" by the modernization of the state,
she had the phone on speaker, but due to the bad connection both parties had
difficulty hearing each other.  The conversation went something like this:
	SoS - Joe, can you give me the count for your precinct?
	Joe - what's that Ernestine?  I can't hear you very well.
	SoS (a little louder) - the vote, Joe, what's the vote?
	Joe - Oh!  How many votes do you need Ernestine?
