No one in the business has raised a hand and said we want to be the leader
for information governance and then the second challenge is what I call the
"Switzerland problem," which is that if it's not in IT, where do you put
it? Do you put it in risk, do you put it in marketing, do you put it in
finance? So in the absence of that organization, which is a Switzerland and
outside of IT, typically IT has been taking the ownership for it.
