Hi Ashely,

My perceptions are similar to Patrick's.  When asked this question, my
simple response is to look less at the word 'information' and more at
the words 'governance' and 'management'.

In my mind:

Governance is overarching principle and strategy; balancing goals,
risk tolerance, budget, culture, etc.

Management is the/a set of tactic(s) purposely employed to effect the
governance strategy, including technololgy tools, etc.

So, to your specific questions:

1. It is my opinion that Records Management is a part of Information
Governance  (as is Information Security, Knowledge Management, etc.).
When developing a RM program, you will need a specific strategy unto
RM itself, however that RM strategy should find its roots and charge
seated firmly in an Information Governance strategy.

2. Information Governance is most definitely not a technology (or set
of technologies), rather it is a program.

I'm sure there are lots of varying opinions on this, however in my
world, this appears to be how things are shaking out.  It also
resonates well with the way many companies view corporate governance
in general (of which information governance is a part and which
usually means the executives "get it").
