I know organizations that do it, chiefly because data volumes make 
reviews meaningless and sign-offs completely unfeasible.  However, I 
agree that this isn't a policy that should initiate from RIM.  The 
organization as an entity needs to decide that this is how it will do 
things, and everybody has to be on board with living with the 
consequences, whether voluntarily or by executive fiat.  RIM's simply 
not in a position most times to either get the universal buy-in or issue 
the fiat.
