<What possible use could they have for records on inmates that would be in their 100’s?
Is having inmates help you image files that include PII a worthwhile risk?
What potential value could these records have?
Is the five year imaging program worth this investment?
How will this information that is now being placed in a searchable format scheduled to be used?>

I agree with your questions Hugh, but I got the impression from the article that Oklahoma state law requires these records to be kept permanently.  Of course, what is need is someone at the state level to get a legislator to change the law.  

Armchair RM is as fruitful as armchair quarterbacking!  8-)
