I would certainly not use the Oregon Archives retention requirements.  As you note, they have a completely different sphere of both records and requirements.  Additionally, they may be exempt from many of the regulations you are required to maintain.  

If your inventory is fairly complete, I would recommend starting the agencies identified in the Code of Federal Regulations.  http://www.ecfr.gov/cgi-bin/ECFR?page=browse At a high level, look at the titles and make an informed decision on whether the regulations would apply to your organization.  If you are in manufacturing, it is highly likely that you do not have records required by the Office of the President (Title 3) or the Department of Agriculture (Title 7) .  You do have employees so you do have obligations under the Titles 8, 20, 26 and 29.  

Move through the listing until you have collected most of the federal requirements.  Once that is done, fill in the blanks with the requirements from the Oregon Statutes, Regulations and Administrative Code.  This is where you will find additional requirements and the state defined limitations of actions.    

Please note these are not the only sources but it will give you most of the requirements for your schedule.  Reach out to the list or individuals on the list when you have specific questions.  Note also that investing in a retention software will greatly simplify the research and the process.
