VICTORIA — Premier John Horgan is apologizing for his government’s missteps in handling email records, as the number of staffers under review for mass deleting of emails grows. Horgan told the legislature Thursday he had failed to meet the high standards set for himself on transparency and Freedom of Information since taking power last July.
