Bill, if, in despite of all the excellent advice from Cherise and Ashley, you still get resistance, you may want to call upon the Office of the UTK General Counsel, Matthew Scoggins. 
Remind Scoggins of the risks and perils of inconsistent observance of the University's Records Retention and Disposition Schedule (RRDS). 
Since Scoggins' office would have to deal with any legal repercussions, he ought to have a vested interest in enforcing the RRDS.
