Michael is describing a Records Appraisal -

based on administrative, legal, and fiscal requirements
and historical value." ARMA Glossary of Records and Information Management Terms.
An Assessment of the Records Program would include all aspects, including policies; procedures; technology and systems; people, skills and resources; etc... of the Records Program, its effectiveness and deficiencies.
