Philanthi,
In public sector higher education records management programs you also
need to be aware:
1. That CFRs and other federal requirements will govern your RM
practice if you receive federal grants and contract
monies.
2. You may have multiple sources of audit (e.g., internal, Board of
Regents, Federal, etc.) that may have differing
retention requirements.
3. Credit card information and other PII may dictate storage
practices especially with e-records.
4. As noted in other responses, you may or may not be controlled by
state records law.
5. Litigation holds and audit holds may come from state, federal,
or entity based litigation.
6. Even given all of the above, you will most likely have little
coercive power in a "collegial" environment to enforce
records policy.
7. You will probably be expected to fulfill the role of
administrative archivist in addition to your RM duties without the
support to do that or the ability
to collect relevant documents.
8. You will be chronically underfunded.
9. IT will be unwilling to give you a seat at the table with regard
to electronic records and their maagement.
10. Ditto for e-mail.
The major difference being that no one and everyone is in charge in a
public higher education institution. In private business the CEO can
say "We will single source
all photocopy equipment; so do it." I doubt that any President in any
public institution could issue such a proclamation and actually have it
followed.
