At one corporate client of mine, it was pretty simple:
  -- If the email was received from outside the firewall, the recipient was responsible for saving the email to a network drive
  -- When a worker sent an email outside the firewall, the sender was responsible for saving a copy to a network drive
  -- Email entirely within the organization was automatically saved on the email server
  -- Normal retention schedules applied to the emails.
It was a simple solution, not airtight, but adequate for the desired risk mitigation.
