Patrick,
I wound Peter's RAIN very useful.
It is big difference between scanning, what you mentioned, digitization, and digital preservation.
It's a pity, but many people still thinking that by scanning they reduce the "cost of living".
Patrick is right saying that it is more time consuming to find something on the Screen than going through the paper file.
In this case the digitization can help only, what means applying the proper keywords, or metadata.... Yes, it cost a little bit more, but it is cost of doing business, and also requires additional spending due to equipment issues.
If we want to have both paper and image, we are talking about "digital preservation"
