If the records are clean, dry and mold free with only dust issues on the boxes, I would rebox. I believe the workers need to be properly protected during the reboxing but the goal would be to disturb the mold dust as little as possible.
Now I do have to add that if these are permanent/vital records, I would take a more aggressive approach.

We did look at digitizing at one point, but the rough estimate came close
to $1.1M. That was assuming a rough estimate of .15 per page (sorting,
indexing, imaging, etc.). I know I can re-box everything for far less than
that.
