Records Committee, how?"

Like Peter, I personally see RM as a part of overall IG (a decidedly
critical part, for sure). In some instances I suppose it may just be
semantics. However, I suspect that the number of RM committees in the
world that have enjoyed success at the level of IG are in the vast
minority.

RM has traditionally not had the organizational clout nor empowerment on a
broad scale to effect significant change in areas that are often dominated
by others in the organization such as IT and Legal, like information
privacy and security, litigation readiness and response, knowledge
management, etc. Not for a lack of trying, but success has been elusive
for many.

Bottom line: I don't think RM and IG are synonymous, but neither can be
truly effective without the other.
