I wouldn't necessarily disagree with your thoughts on IG as a profession,
Julie. When it comes to organization, leadership, developing sustainable
systems over time (the latter, in my opinion, critical to the kinds of time
frames many of us have to address), this is one of those "it depends" kinds
of issues. The two approaches do not necessarily have to be mutually
exclusive.

Note, however, that "c-level" strategies may often work in initiating
change, but do not necessarily result in sustaining change. This is
particularly true in public climates where "c-level" may represent a given
political appointee, subject to elections, term limits, etc....There may
also not be an actual "c-level" position in the normal sense of the term:
able to act with authority for the entire enterprise.

In such environments, I would suggest a collaboration based on connecting
stakeholder interests into win/win situations over time, guided by
strategic approaches founded on environmental/stakeholder analysis. This
may in fact be more sustainable. In such instances, IG as a collaborative
framework may make more sense in guiding the strategies and tactics being
developed and deployed. Leadership then becomes determined by the cream
rising to the top in terms of facilitating positive change, and can come
from any of the collaborative partners.
