My complaint with ARMA HQ isn't that they may have had to make cuts due to
budget constraints, or even that they made decisions on what to cut
without much member input. I think that if they'd issued an open letter to
members explaining what they were doing, and why, we would have
understood.  It's their failure to inform the members that grinds my
gears. 

Transparency is one of The Principles, and ARMA HQ should have been better
at using that principle in its communications to members.
