Indiana Electronic Records Specialist

Job Description

The Indiana Commission on Public Records has a vacancy for an Electronic Records Specialist. This position performs complex services and technical work for the State Archives. In consultation with the Agency Director, the Electronic Records Specialist may train, schedule, assign, and prioritize staff workloads. The position works under limited supervision, with moderate latitude for the use of initiative and independent judgment. The employee reports to the Director & State Archivist of the Commission on Public Records.



Many of the tasks will be related to working with state agencies and planning for the ingestion of long-term records into an Indiana enterprise electronic preservation system, a trusted digital repository that serves as the electronic State Archives. Since this is a new endeavor, regular interaction between the employee and the State Archivist will be required to ensure a consistent approach in dealing with state agencies.



This is specialized, professional work in recordkeeping systems analysis and electronic records management and preservation policy analysis, with statewide scope and application. The State of Indiana is making a critical transition from a paper-based records management and archival program to a program that manages and preserves digital government records in a trusted digital repository. This position requires an individual with understanding of traditional records management and archival practices as well as knowledge of the complex issues involved in electronic records management and preservation.



The work is of a highly diverse and/or complex nature characterized by a broad range of activities and frequently changing conditions, situations, problems, and standards/best practices. The work requires considerable analytical thought applied to the origination of ideas, techniques and programs for solving technical problems, complicated situations, and resource reductions. The employee must exhibit independent judgment and participate in major program changes or policy decisions. All activities are reviewed by the State Archivist because of the complexity of electronic records preservation and access and the need to work with representatives from state agencies, the state IT community, all three branches of state government as well as county and local governments.



Responsibilities

The Electronic Records Specialist will research, analyze and recommend strategies and actions necessary to plan, develop and implement an electronic records program for preservation of electronic records generated by state government agencies deemed to have permanent archival value. The position will be responsible for developing program policies, procedures, standards and manuals in accordance with program objectives and goals. This position will carry out technical work focused on electronic records transferred to the State Archives including:

 Appraise and assist with the development of records retention and disposition schedules for government records; coordination of data conversion and migration; description of records series and other tasks and procedures necessary to ensure preservation and access to electronic records accessioned into the State Archives;

 Provide direction to staff in the development and integration of methods and procedures related to the management and preservation of electronic records;





 Provide services and technical direction/assistance to state government agencies and affiliated programs on issues related to the transfer, preservation, and accessibility of electronic records and content;

 Work with the State Archivist to oversee the electronic records appraisal, preservation, arrangement, and description efforts of staff archivists, employees, interns and volunteers;

 Respond to Access to Public Records Act requests for electronic records;

 Other duties as assigned.



Knowledge, Skills and Preferred Experience

 Master's degree in library science, archival administration, or information technology or 5 years work experience in related field preferred; Certified Archivist or Certified Records Manager designation is desirable;

 Three years professional experience managing electronic records or digital content preferred;

 Knowledge of archival systems, hardware and software used for electronic imaging systems, document management systems, and personal computers;

 Excellent project management skills;

 Work experience with standard desktop software;

 Knowledge of archival techniques, electronic records preservation practices, systems analysis, data management, imaging practices, email retention, emerging electronic technologies, and component hardware/software;

 Ability to analyze data, to formulate conclusions, and to write well-organized and grammatically-correct reports/correspondence;

 The ability to effectively explain complex archival and information technology issues to staff, associates, government entities and the public;

 Ability to work well with a wide variety of persons in and outside the division;

 A valid driver's license is required.



Additional Information

Work is complex in nature, with special detail to priceless articles for digital scanning preservation. The preferred candidate will possess a working knowledge of state government organizational structures, operations and functions; experience in appraisal of electronic archival records; experience in the application of automated information management systems to library, archival, records management, or business problems; knowledge of Indiana history and government; and experience writing grant proposals and implementing grant programs.

This position requires the ability to lift up to 50lbs boxes, sitting and standing for long periods of time in lab, and normal desk related tasks: data entry, scanning, etc.

This position has limited supervisory responsibilities.



Salary Range

$41,418.00 - $68,822.00
