Beginning with Microsoft Windows 7, the free .tiff viewer was dropped from 
the suite of products.  You can download some free .tiff viewers for 
occasional use, but not for business use without paying for licenses.  My 
customer departments in the field are using a wide variety of devices to 
view scanned files, so .pdf is working best for me in terms of providing 
files that can be viewed on a wide array of end user devices...especially 
tablets.
