Hi Lori et al,
I can think of one addition to your list; negotiate your offsite storage contract to include reduced perm out fees so that when you do get around to doing a purge the cost is not prohibitive. This requires planning on the front end.
If you have not done this but you have a large volume in storage you will be more likely to qualify for a reduced rate with your offsite storage vendor if your purge is done as a special project.
