The effectiveness of open government initiatives depend on federal records
management professionals having the tools, resources and authorities they
need to be successful in meeting their legal and regulatory
responsibilities. That was the message of ARMA International president,
Fred Pulzello in a written statement provided to the Senate Judiciary
Committee as part of that panel’s May 6 hearing on “Ensuring an Informed
Citizenry: Examining the Administration's Efforts to Improve Open
Government."

The purpose of the hearing was to shed light on the obstacles to successful
implementation of the Freedom of Information Act (FOIA), and what actions
can be taken to remove those obstacles. Never far from the conversation was
the integral part records management practices play in providing for an
open and transparent government.

"The problems of our economy have occurred not as an outgrowth of
laissez-faire, unbridled competition.
They have occurred under the guidance of federal agencies, and under the
umbrella of federal regulations."
Senator Ted Kennedy, in defending trucking deregulation in 1978.
