In general, our society has taught us that being a "tattletale" is a bad thing so there is rarely any compelling "evidence" to punish cheaters (unless the occasional whistle blower steps forward).  And, of course, cheating at something that can be financially beneficial to the cheater  usually results in prosperity of some type.
