The question is, then, operationally how do you accomplish this 
consistency across different systems and platforms, where the operations 
to delete as well as the nature of that being deleted varies:  mainframe, 
distributed, individual applications; documents in file shares, on 
SharePoint Sites, Notes database & document repositories; paper in boxes. 
What about log files?  Can you save the same types of metadata in all of 
these? I think you make high-level requirements and then fit each type 
into those requirements.
