Here in the public sector in Virginia we operation on the basis of the Virginia Public Records Act. It specifically refers to categories of holds, including "renegotiation of the relevant records retention and disposition schedule pending at the expiration of the retention period for the applicable records series." (COV 42.1-86.1 .A)
This would look after your first example in Virginia....

Subject: Administrative Holds
Have any of you folks ever issued something called an "administrative hold"? Like a legal hold, it prevents destruction of records, although in this case it would be for administrative reasons (a pending update to the retention schedule, resolving an indexing issue that may affect destruction,
etc.) instead of legal reasons. I would handle it with the same rigor as any other legal or regulatory hold. Would it be defensible?
