A lot of the ERM classes I taught early on we told students to look for DoD
certification because it was shorthand for "this vendor knows what RM is".
The last couple of years I've been taking a different tack. Since the major
players generally do the same things in a given area at a given price
point, I tell students to look for:
- Truly unique requirements that not all solutions support or which are
generally add-on, such as engineering drawing management, COLD/ERM, or
digital asset management
- Usability and scalability, though again the latter is generally
comparable at a particular price point
- How well you can work with a given vendor and that vendor's sales/support
channel. If they treat the relationship as one that extends beyond your
check clearing, that's a great solution.

This also means of course that orgs should spend substantially less time on
the waterfall-y approach to defining requirements and really focus on those
unique ones. To that end I'd actually use something like DoD as the
scaffolding and then talk with users to see if they truly do something that
isn't listed in the standard such as those I mentioned above.
