Respectfully disagree. in an electronic environment event-driven triggers
are easily implemented. ??? you say. lets say the event is employee
termination. you have an HRI system that contains a metadata field that
represents that termination date. The ERMS will have a similar metadata
field associated with all HR record classes. Once the HRIS fills in that
field it is sent to the ERMS via an API. now you can run a sweep where in
the metadata field is "date is not null"  and the sweep finds that the
field is "not null" and disposition starts. Contract management systems,
real estate all sorts of systems have this type of field.

Now if you are talking about a paper-based system then yes event-driven
retention can be a PITA
