I find the legal groupings by broad function to be helpful. If a new 
record series is added in an established function, you don't have to do 
the legal research from scratch if there is already a legal group it fits 
into. They also can be used as bigger buckets if you choose to reduce you 
reduce the number of your record series by making broader series.
