In my experience, update cycles are generally based more on the organization and jurisdiction than on industry.  If I manage the retention schedule for a Municipal Utility, I likely need to update the schedule very infrequently.  If the utility provides services to half the country, my need to review and update is likely to be more frequent.  If the utility is involved with both natural gas and electricity (coal, waste, gas, nuclear, etc.) the schedules are likely to be reviewed frequently. 

The same logic can be applied to operational jurisdiction.  The more jurisdictions I operate in (state, multiple states, US, multiple countries, worldwide), the more frequently I will need to review my retention schedule. More sources of requirements equals more frequent reviews.
