Here's my question though; why didn't she have access to the email
associated with the AppleID? Because she could have easily reset the
password had she had that information. That also may be part of why Apple
was so hesitant to give her access to the account. It's pretty easy to say
"this is my stuff" when it's not true.

A password book can be quite helpful for dealing with this issue; just
store it someplace secure, and maybe mention it's location in the will, or
tell a family member where it is. That's what's done in my family.
