If the tweet has been captured in a recordkeeping system then I don't see a
problem in it being deleted from Twitter. Nothing in the RM laws says a
record has to remain (easily) accessible to the public for the life of the
record. Heck, there's a good argument to be made that any presidential
tweets should be ingested into a recordkeeping system (with metadata
including retention schedule) as soon after the President publishes it as
possible (typos and all).
