I agree that this is more than likely an exhibit to the BOD package which should be kept as the official record by the Corporate Secretary.  What you have is a case of information owner and record custodian - which sometimes can be a bit gray.  You have a potential for an information sub-category to be "monthly reports" for the business, and an executed record (BOD Books) as the official record.  The issue gets complicated because the business does not always have access to the BOD Board Packages and feels they need the information for future reference.

The declaration as a record is when the document is signed an delivered to the Board.  This is not a monthly report to the GM, rather the reports are very specific to an item on the Board Agenda.  

We are resolving is the access to the Board records, which under CA law are considered public records, unless exempt from disclosure under the CA Public Records Act.
