I find this discussion very interesting. I think a key element is how organizations define backup media and a "recovery event" in their policies; and whether the policies match an organization's practice.

I have found in experience and in discussion that organizations seemingly keep back-up media longer than needed and are accessing backups rather frequently. When accessed frequently, like a repository, backups seemingly move closer to being defined as a Record. When backups are ONLY accessed for a very clearly defined purpose, I would suggest they are non-records.
