Ah .. sorry for not being clear there.  DL is distribution list membership or Group Based membership.  The idea I've seen adopted is that when you work in finance, you are part of the Finance Group and therefor your data most likely is related to Finance and everything that is to or from people of that group gets the same policy.  

If someone spends let's say 1 hour of his week manually classifying his email on a one-by-one basis he loses a full week of productivity a year. The cost associated with that in a larger environment is enormous.
