Thanks for insightful answer. The problem tho seems to be that we have to consider if cd-rom drives will be accessible on windows 9 op systems. As long as the readers survive, we should be fine.

But what do we do in the future when file formats have replaced media-- but the file was created on software in hardware long ago upgraded? We have to manage records for content, but the message is connected to the carrier, hardware, software, environment too.

There is no distinction or difference between MANAGING electronic and physical records. Records are managed according to content, not media. However, the PROCEDURES for handling the two do differ. From my perspective, managing records involves policy and policies are applied to content. Organizing, securing, preserving, etc., are procedures that apply to specific modes of delivery. Yes, I destroy electronic records differently than I do paper records. While the destruction procedure differs, I manage them the same by applying the same retention schedule.

It is not just an issue of terms/language, because I think that to talk about "electronic" records "management" greatly confuses records management issues. It is records management. Management is policy. It is the same with email policies. Email is a subset of electronic, which is a subset of record. Likewise, there should be no such thing as an Email Management Policy. An Email Use policy maybe.

People have been managing records thousands of years, the practical/procedural aspects may have changed, but the policies have not. A good RM policy is media independent and can be written without regards to media. In fact, a proper RM policy would be able to handle new modes of delivery. For example, a proper RM policy, written 10 years ago, would be able to deal with Twitter. If an entity decides that a twit is a record, it simply falls under the policy guidelines.

Management is policy and is the same for all records (based on content), but the procedures vary (according to media).

It is vitally important to distinguish between dealing with records at the policy level and at the procedural level. It is the difference between providing the rules and providing the tools. I believe much of this discussion thread has conflated this distinction.
