There is no quick and easy answer to the number of microfilm reels that a
county (Parish, town, etc.) may have.  The jurisdictions come in all sizes,
and the introduction of technology has occurred at different times in each
of those jurisdictions.  

In so far as storage costs are concerned, that would depend on whether the
storage was vault-based, meeting ANSI requirements for microfilm storage or
whether the rolls of film were stored in boxes on shelves in space where the
environment was not properly controlled.  Sometimes the cost of microfilm
storage is a part of an overall conversion service.

If you are to be successful in your research, I would suggest/recommend that
you segment counties by size and that you contact them individually.  While
you're performing that research, it may be helpful to understand that some
counties may have centralized such storage while for other counties,
decisions may be made on a department-by-department basis.
