We should press for access to read public information at city hall and access to public meetings and without having to pay for access or appeal. Officials fail to object that it is routine that people are deflected at city hall. Don, Have you ever tried to bring this up at the Boston City Council public meetings? If you present a good argument they will have no choice but to respond to you. Their responses to your questions are always "on the record" at these events (could come in handy later if you need to file suite to get information). Just a thought.
