I would like to the opinions of RIM practitioners and consultants about the
following matter:

Under eminent domain, a municipality will take a portion of a commercial record
center’s parking lot to construct an interstate highway ramp. The highway
construction site will be immediately adjacent to the record storage facility and will
expose the building to dust, pollutants, and other construction hazards. Some
dust and debris may infiltrate the building through air vents that are exposed to
the construction site. Construction is expected to last somewhere between 3 and
5 years, though the time frame may be shorter or longer. I have two questions:
(1) Should this building be ruled out as an acceptable record storage facility while
construction is ongoing? (2) If your organization is currently storing records in the
facility, would you remove them?
