Answer lies in a question that how you would plan to capture records "in future". While debating about future strategy, need to address utilizing historic and current records. If question comes why go "database" route if paper based records can suffice current needs, that will be a different discussion.Few pointers though: compliance, control, and 24x7 [remote] access.
