Dear all
Another side to the investigative issue is data mining: looking at
existing data to see what other uses can be made of it to contribute to
contemporary information issues.  This can occur, contrary to popular
belief, in both computer and paper mode.

I suggest you contact the folks at Computer Forensics.
http://www.forensics.com/
They will have all sorts of information for you as far as investigating
electronic records.
As far as investigating paper records, I am not sure who might be doing
this sort of thing.
