Peter, I believe such requirements could be challenged if they can not
be proven to be a principle part of the job duties.

What a wonderfully hopeful quote! A good portion of the public sector
programs that I am aware of that now are fully developed, integrated,
and professionalized programs began with just such an idea in just such
circumstances. Lets hope that the person that gets this job handles it
well so that next time the lifting requirement will not be as prominent.

I've also rarely see 1.2 c.f. boxes that weigh 50 pounds. Based on
extensive tracking of our recycling processes, the average appears to be
25-32 lbs. Back in the olden days, this exaggerated weight was used by
folks to add to the pay scale, due to the "hazardous conditions"
associated with it. In my case (19 years ago), it was being required to
lift 60 lbs. to a height of 6 feet, which was verified by a physical
exam prior to hiring. At the time, I actually got somewhat higher pay
than equivalent "administrator" positions because of this requirement.
