I would be wary of calling anything related to non-record items a
"retention" policy. The fact that it is "non-record" means it has no
retention. If you say it has a "30 day retention policy", does that mean
non-record e-mails must be kept 30 days? I would say the "retention" is
zero - delete immediately. What you are really talking about is an
information technology policy designed to reduce the amount of e-mail
storage, tied to a records management policy that gives e-mail users x
numbers of days to declare "record" e-mails, and delete non-record
e-mails, after which any remaining e-mails will be assumed to be
non-record and automatically deleted. I would also make sure that
declaration policy is backed up by training, facilitated by application
tools where appropriate, and periodically audited - particularly in
areas of high risk. 

BTW, do such policies take into account vacation, sick leave, etc....?
